Was Robert Prevost serving as bishop in Peru at the time the questionnaire was distributed?

Not sure when the questionnaire went out, but Leo became bishop of Chiclayo, Peru, in September 2015 and was apostolic administrator of Callao, Peru, from April 15, 2020, through May 26, 2021. At that point he was appointed prefect of the dicastery for bishops.

Funny how something as important as the Sacred Liturgy gets such a "democratic" analysis, something actually instituted by Christ Himself - and not in the Latin language of His impending MURDERERS. Was there a similar "plebiscite" concerning artificial birth control, or concerning mandatory clerical celibacy, COMPLETELY Church devised disciplines, not even doctrines, and certainly not dogmas ?

how do we find out if our diocesan bishop took part in the survey? I go to the FSSP in Lincoln, Nebraska. James Conley is my bishop.
