Here’s the thing…a good sentiment and excellent teaching. However if not backed up with action…it’s nothing more than hot air. For instance, the charitable action would be to prevent politicians who are not in line with the teachings of the Church (like abortion) …not to receive communion. To do so is a major sin and is scandalous.

In practice he has no power, only influence. Anybody can go in a church and receive communion, so the idea of denying anyone Communion is completely impractical , and anyway, do we think it hurts God if sinners consume him? Surely the Body of Christ can only be a force for good.
Many millions of Catholic women have had abortions. Are they all forever consigned to hell? I've certainly got no idea and gladly leave that to the Almighty.

Not to be overly critical BUT...you'd best dust off your old Catechism and find ways to regain your supernatural faith. Today is a busy one for me so my comments are going to be brief...I may come back to elaborate more. First, the Pope is part of the chain that Christ started with Peter. He does have power that goes beyond influence. I suggest you research this. While one can concede that it is impractical to ascertain that every person is in fact a Catholic let alone not in mortal sin - it is easily done v-a-v high profile politicians. They can be used to make an example. Also, does it hurt God/JC when people improperly receive his divinity? YES. It is a deliberate act by the individual, a mortal sin and an afront to God. The real question is ... can one be forgiven...again, Yes (after a contrite confession). Abortion....are you F'en kidding me? Have you not read the 10 COMMANDMENTS? Though shall not kill...pretty straight forward and yes such people risk going to hell (personally I believe the majority do - but the is just me). Again, we are all worthy of redemption and Our Lord provides one the means. And yes, who goes or does not go to heaven/hell is up to God alone....but there is a roadmap...its call the Church. A frightened girl gets pregnant and has an abortion. She regrets killing her baby for the rest of her life.
Her dad finally finds out and blames himself not being the kind of dad she could turn to.
She never told the priest be cause she feared his fire, brimstone and catechism .
I, the rat who made her pregnant,chickened out, then went to confession and am absolved.
Doctrinally, the baby never gets to heaven because she wasn't baptised.
The mum never gets to heaven for disobeying rule 5.
The dad can get heaven but doesn't think he should as he's responsible.
The priest gets to heaven for preaching doctrine.

Your thought process has many conflicting substitutions and assertions. Let me sow a seed for you to resolve this scrambled thought process. First isolate each individual sin…think in turn how justice can be served for all parties impacted (including our Lord) followed by how would restitution be facilitated. Work with this and hopefully you’ll figure it out.
Disappointingly the Pope notes the typical modernist platitude of considering the conscience without stressing the need for a properly formed conscience. Also most modern politicos that separate their private and public lives have been strongly influenced by theologians and priests and "new theologies and doctrinal revisionism" who instructed them in this modernist dualism. And "natural law" has become irrelevant to the modernist morality and worldview. Leo should've known this and made this an occasion to teach the basic fundamentals of its relevance for the relationship with Christ that he emphasized to be genuinely realized.
